Welcome to the Colorado Resource Finder. This is a filterable, searchable database of funding, financing, and incentive opportunities for multifamily affordable housing electrification. Users may select as many or as few of the provided filters as applicable to find the opportunities best suited to their projects.  
Please note that: 
  • This is a non-exhaustive resource, and we encourage users to reach out to their utility providers and/or municipalities for additional opportunities if they are not represented on this page.  
  • Each of these opportunities was reviewed, to the best of our abilities, for multifamily (four or more units) eligibility. Please check with program administrators to confirm eligibility for a specific development or project. 
  • Each opportunity is time-stamped according to when it was last updated. Funding opportunities can change quickly, and users should always check with program administrators for the most up-to-date information on any given resource. 
  • This information is provided at a high level and these resources have not been analyzed for alignment with Housing Tax Credit financing. We encourage you to work with legal and accounts experts to find the right opportunities for your project and situation.

Utility Provider: Xcel Energy

Invest in critical infrastructure for your new or existing multifamily property. Enhanced rebates are available Multi-family housing site hosts that meet income-qualified criteria or are located in high emissions communities.

When you join PACE, you will be paired with an expert business sustainability advisor who will work one on one with you to achieve efficiencies in one or more of the following areas: energy, waste, water and transportation.

Funding for PACE's rebates and incentives comes from Boulder County's Sustainability Tax and the City of Boulder's Climate Tax. Note that rebate amounts and requirements are subject to change without notice. PACE rebates are available on a first come, first serve basis. Businesses are required to contact an advisor prior to the purchase of energy efficiency measures to confirm funding availability, ensure that your project meets the eligibility requirements and to schedule an energy assessment/walk through of the project to verify existing equipment.

PACE offers up to $10,000 to qualified for-profit businesses, nonprofit organizations, and multifamily housing projects across Boulder County for appropriately sized photovoltaic systems.

Renewable energy personal property that is located on a residential classified property, owned by the residential property owner, and produces energy that is used by the residential property is exempt from Colorado property taxation. Note that this exemption only applies to the renewable energy personal property and not the underlying real property.

The Public Building Electrification Grant is authorized by House Bill 22-1362 to provide public buildings with funding to explore and implement building system electrification measures and infrastructure upgrades required to support these technologies.

You can exclude from gross income any subsidy provided, either directly or indirectly, by public utilities for the purchase or installation of an energy conservation measure for a dwelling unit. This includes installations or modifications that are primarily designed to reduce consumption of electricity or natural gas, or improve the management of energy demand.

For income tax years beginning on or after January 1, 2023, but before January 1, 2025, any purchaser of an air-source heat pump system, ground-source heat pump system, water-source heat pump system, or variable refrigerant flow heat pump system (heat pump system) or a heat pump water heater that installs a residential or commercial heat pump system or a residential or commercial heat pump water heater into real property in the state is allowed an income tax credit in an amount equal to 10% of the purchase price of the heat pump system or heat pump water heater.
