Funding, Financing & Incentives
The 179D commercial buildings energy efficiency tax deduction primarily enables building owners to claim a tax deduction for installing qualifying systems in buildings. Tenants may be eligible if they make construction expenditures. A tax deduction is available to owners of new or existing buildings who install (1) interior lighting; (2) a building envelope; or (3) heating, cooling, ventilation, or hot water systems that reduce the energy and power cost of the interior lighting, HVAC, and service hot water systems by 50% or more in comparison to a building meeting minimum requirements set by ASHRAE Standard 90.1.

The Inflation Reduction Act of 2022 (IRA) amended Internal Revenue Code Section 45L to provide taxpayers with a tax credit for eligible new or substantially reconstructed homes that meet applicable ENERGY STAR home program or DOE Zero Energy Ready Home (ZERH) program requirements. The new 45L provisions include two tiers of credits, with the higher credits for eligible homes and dwelling units certified to applicable ZERH program requirements. These new 45L rules apply to qualified energy efficient homes acquired after December 31, 2022, and before January 1, 2033, for use as a residence during the taxable year.

EOC helps Colorado property owners conduct an energy audit, navigate rebates and funding, and work with contractors to ensure a complete and timely project. The result is lower operating costs that ensure properties remain affordable for tenants.

Beginning January 1, 2023, fueling equipment for natural gas, propane, hydrogen, electricity, E85, or diesel fuel blends containing a minimum of 20% biodiesel, is eligible for a tax credit of 30% of the cost or 6% in the case of property subject to depreciation, not to exceed $100,000. Eligible projects that meet prevailing wage and apprenticeship requirements may be eligible to receive the full 30% tax credit, regardless of depreciation status. Permitting and inspection fees are not included in covered expenses.

If you install qualified vehicle refueling and recharging property in your home or business, you may qualify for the alternative fuel refueling property tax credit. The credit was extended and modified by the Inflation Reduction Act. The credit allowed is based on the placed-in-service date for the qualifying property.

Black Hills Energy offers Colorado Commercial and Industrial electric customer rebates for some of the most commonly installed efficiency projects.

Black Hills Energy offers incentives, coaching, and energy savings verification to commercial and industrial electric customers for installing energy management systems to control and monitor energy consuming devices, such as lighting and HVAC equipment.

Black Hills Energy is encouraging commercial and industrial facilities to optimize building energy systems and facility operations. Rebates are available for retrocommissioning studies to have an energy advisor assess building energy systems and facility operations and recommend improvements. The study must be pre-approved.

The Electrification Feasibility Report is a tool designed to assess the practicality and cost impacts of switching from gas to electric equipment. It is one of several options customers and contractors can submit to meet Community Planning and Development's building code permitting requirements for like-for-like system replacement. You can use the Electrification Feasibility Report to make an informed assessment about whether converting your building heating and cooling systems to electric is cost-effective compared to a like-for-like gas-fired replacement.

Colorado commercial property assessed clean energy (C-PACE) is an innovative new financing mechanism for commercial real estate developers. It enables you to access affordable, long-term, non-recourse financing for the installation of energy efficiency and renewable energy measures. Financing is provided by private capital providers in an open market so you can choose the most competitive rates and terms, and is repaid through a voluntary assessment that is recorded on the property.

The Colorado Energy Office's (CEO) Direct Current Fast-Charging (DCFC) Plazas program, developed in partnership with the Colorado Department of Transportation (CDOT), is designed to increase access to high-speed charging in communities and along highway corridors across Colorado. Funding will be available for corridor and community-based projects in all parts of the state.

The Efficiency Works Multifamily program can identify potential energy and water efficiency opportunities and qualifying rebates so you and your tenants can save money on utility bills. Energy advisors are available to complete facility assessments, review project bids, plan future projects and install free efficiency items for multifamily properties with five or more units. Energy advisors are available to support upgrades in both common spaces as well as within residential units. Program guidelines will determine specific rebates and incentives available for each property.
